This sophisticated scheme masqueraded as a legitimate service providing "mobile phone bootloader (BL) unlocking."
BL locking is a protective measure implemented by mobile manufacturers to secure devices and user data. Bypassing this lock generally requires adherence to official protocols, making the promises made by the fraudsters particularly dangerous and misleading.
Chronicle of the Investigation
This case started with a report to local authorities from a resident, Mr. Pan, on September 29. He had purchased a mobile phone from an official retailer, only to be defrauded by a suspect posing as a representative of the brand’s after-sales service on a second-hand trading platform. The suspect convinced Mr. Pan to send in his phone for "BL unlocking," subsequently refusing its return under the guise of complicated procedures.
Following this report, the Liusi Police Station initiated an investigation and quickly discovered that the suspect had resold the device, marking the case as a potential inter-provincial fraud due to the complexity of the criminal operation. A special task force was formed, consisting of members from the Criminal Investigation Brigade and the Liusi Police Station, to extend the investigation across multiple regions.
Identification of Victims and Modus Operandi
By late October, police contacted nine additional victims from various provinces, including locations as diverse as Beijing, Shanghai, Hunan, and Yunnan. The similarities in communication tactics and the methods employed to sell stolen goods solidified suspicions that the fraud was orchestrated by an organized gang.
On October 28, law enforcement seized two of the stolen phones in Beijing’s Fengtai District, leading to the identification of three key suspects: Li, Zhao, and Wu. In pursuit of further evidence, the task force focused their efforts on Jiayu County in Hubei Province, where they apprehended the suspects on November 7 with the assistance of local authorities.

During interrogations, gang members admitted to defrauding clients under the pretense of legitimate BL unlocking services while illicitly selling the devices to hide their criminal profits. Consequently, Li and Zhao were placed in criminal detention, while Wu faced separate legal issues.
