On October 19, recent advancements in the energy sector were highlighted by the successful completion of a full-load trial operation for Unit 6 of the Gansu Power Investment Changle Power Plant’s expansion project. Jointly developed by China Energy Engineering and the China Construction Group, this milestone was achieved on October 16, marking a significant step in the region’s energy landscape by entering commercial operation a remarkable 74 days ahead of schedule.

The Project Overview

Situated in Guazhou County, Jiuquan City, Gansu Province, this project represents the first million-kilowatt thermal power project in Northwest China. With a robust investment of 20.5 billion yuan, it is poised to make a substantial impact on energy supply and stability in the region. The Changle Power Plant is now recognized as the largest coal-fired power plant cluster in the country, aligning with significant advancements in supporting thermal power systems for sizable wind and photovoltaic power bases in the Shagehuang area.

Phased Development and Operational Efficiency

The expansion project is implemented in two phases. The first phase includes Units 1-4, which support the Jiuquan to Hunan ±800 kV UHV DC transmission project, already operational since between 2020 and 2023. The second phase incorporates Units 5 and 6, which serve as dedicated peak-shaving power sources for the province. Notably, Unit 5 commenced operations on September 6, 2025.

Equipped with an ultra-supercritical parameter host system, the plant boasts a thermal efficiency exceeding 46% and an impressively low coal consumption rate of only 277 g/kWh. Additionally, it employs a four-stage waste heat utilization system that includes an air preheater bypass, providing a further reduction of coal consumption in power generation by approximately 4.1 g/kWh. Collectively, Units 5 and 6 are expected to conserve around 40,000 tons of standard coal annually, alongside a significant reduction in desulfurization water usage and total water savings of about 500,000 tons each year.

Sustainable Practices and Technology Integration

Emphasizing sustainability, the project has integrated advanced management technologies, including low-nitrogen combustion, SCR denitrification, low-temperature dust removal, and high-efficiency wet desulfurization systems. The furnace design specifically caters to the characteristics of high-alkali coal, ensuring both efficient and clean operation throughout the plant’s lifecycle.

Impact on Energy Supply and Future Prospects

Upon full operational capability, the Gansu Power Investment Changle Power Plant is projected to generate an impressive 30 billion kilowatt-hours annually. This substantial output is instrumental in transforming the energy supply structure within Gansu Province, aligning with the growing demands of local load development.
